Description

The TERO-INSTITUT AGRO-SIRIUS consortium, led by TERO, has been selected to carry out a feasibility study for an AFD-funded project to support the agricultural vocational training sector in Angola. The mission consists mainly, in testing the relevance of the proposed approach, in detailing some elements of the feasibility (institutional set-up, capacity building needs, budget, etc.) and in producing the documents allowing a quick start of the project.

Services provided

  • a diagnosis of the agricultural technical training institutes
  • a proposal and selection of "network head" institutes
  • an analysis of policies, strategies and the institutional and legislative framework for youth and adult training in the agricultural sector
  • an analysis of the job market in the agricultural sector : prospective evaluation of the demand for qualified personnel
  • an assessment of cross-cutting dimensions (environmental, social, gender) with the development of an environmental and social management framework (ESMF) and a gender action plan (GAP)
  • a consultation with local stakeholders (Ministries, educational teams, students, etc.)
  • development of the feasibility report, the project presentation sheet, the procurement plan, the terms of reference for the technical assistances, the job profiles of the project implementation unit
