Description

In compliance with the COP21 – Paris 2015 agreements, and drawing lessons from the previous phases of the Euroclima program, in 2017 , the European Union launched the Euroclima+ regional program to support environmental sustainability and measures to mitigate and adapt to the effects of climate change in Latin America. The Expertise France agency implemented the technical assistance to the resilient food production component of Euroclimat+ during 2017 to 2022 period. The purpose of the mission requested by Expertise France is to bring a final external evaluation from the component they implemented, seeking to meet three main objectives: (i) Undertake the endline survey of the tecnical assistance in relation with the logical framework; (ii) Assess the overall success of the technical assistance expected outputs and outcomes; (iii) Draw lessons from the implementation of the planned activities and provide operational recommendations.

Services provided

TERO, was hired by Expertise France to carry out the evaluation by performing the following three tasks:

  • Task 1: Inception phase: collect and analyse quantitative and qualitative data to inform the endline values of the logical framework indicators
  • Task 2: Undertake the final evaluation of the technical assistance provided by Expertise France to the fodd resilient production sector since the beginning of its activities in 2017, applying the OECD-DAC evaluation criteria and answer specific evaluation questions
  • Task 3: Deliver and present the evaluation findings and recommendations together with its objectives, the methodology applied and its limits to the evaluation steering committee, the beneficiaries of the technical assistance and members of the Euroclimat+ program
